Thanks for your comment Manuel! You are right here, following strict rules it is not 100% accurate to match users with the page dimension.
However, from experience I know that it generates trustworthy results for pre-CRO analysis.
That being said, I just published another article where I use the page value metric instead of mixing different scopes.

This is a more neat solution if you want to follow the scope rules (which is obviously best). Thanks, Paul

In the custom report you are matching users (metric) with pages (dimension).
Why is correct to match metric user (user scope level) with page dimension (hit level).
